After Bruce Silverberg won their Gowanus Expressway design competition, Southwest Brooklyn Industrial Development Corporation (SWBIDC) asked him to assist them in developing design proposals that would be used to seek funding for a series of projects in Sunset Park.

 

 

The first proposal was to create a sports center on a vacant pier at the Brooklyn Army Terminal. Primarily devoted to ice-skating, this facility would take advantage of the pier's sweeping views of the lower Manhattan skyline, New York Harbor and the Statue of Liberty.

 

 

In this scheme, two indoor ice-skating rinks would be developed. A large, rectangular ice hockey rink would accommodate league play and, on its roof, also have an outdoor golf driving range. Toward the end of the pier, an elliptical rink would be dedicated to recreational figure skating, set against the sweeping backdrop of New York Harbor and Lower Manhattan. This latter facility would also contain a fitness center on its upper floor.
